Owners or operators of stationary compression (or spark) ignition internal combustion engines which are subject to Federal New Source Performance Standards and/or National Emission Standards for Hazardous Air Pollutants are required to submit a Registration Permit no later than
February 2, 2010 for engines which meet one of the following requirements:
The facility owner or operator is planning to install, modify, or reconstruct a stationary compression ignition internal combustion engine (CI engine) (1) that is rated less than 400 brake horsepower (bhp) after October 1, 2009.
Or, the facility owner or operator has installed a CI engine that is rated less than 400 bhp after April 1, 2006 and before October 1, 2009.
Or, the facility owner or operator has modified or reconstructed an installed CI engine after July 11, 2005 and before October 1, 2009.
Or, the facility owner or operator has installed a fire pump that is rated less than 400 bhp after July 1, 2006 and before October 1, 2009.
(1) CI engine is a compression ignition engine that is a stationary internal combustion engine (ICE). A diesel engine is a compression ignition engine. A CI engine is not a spark ignition engine.
The facility owner or operator is planning to install, modify, or reconstruct a stationary spark ignition internal combustion engine (SI engine) (1) that is rated less than 400 brake horsepower (bhp) after October 1, 2009.
Or, the facility owner or operator has installed a SI engine that is rated less than 400 bhp after July 1, 2008 and before October 1, 2009.
Or, the facility owner or operator has modified or reconstructed an installed SI engine after June 11, 2006 and before October 1, 2009.
Or, the facility owner or operator has installed a SI engine after January 1, 2009 and is rated over 25 bhp
(1) SI engine is either a gasoline fueled engine or an engine with a spark plug (or other sparking device) and with operating characteristics similar to the theoretical Otto combustion cycle. SI engines typically use a throttle to regulate intake air flow to control power during operation. SI engines using alcohol-based fuels are considered gasoline engines. A diesel engine is not an SI engine.
Engines installed after October 1, 2009 must be submitted prior to construction.

The owner or operator will be contacted in the event a fee will be required in the event the registration is submitted prior to the Department determining the fee, which would need approval by the Board of Supervisors through resolution.
